All praise is due to Allah. May blessings and peace be upon the imam of the mujahidin, our Prophet Muhammad, and upon his family and all of his companions. To proceed:

Allah SWT said, “And tell My slaves to say that which is best. Verily, Shaytan incites them against each other. Verily, Shaytan is a clear enemy to mankind” (Al-Isra 53).

Lately, an issue has circulated among the soldiers of the Islamic State that has led to disagreements regarding some matters over which the hearts and tongues have disputed, reaching the point of ruining relationships between the disputing parties. We have never held these issues lightly, as Allah’s Messenger SAWS warned us against them, describing them as cutting away the religion, saying, “For verily, ruining the bond of unity is the cutter.” (Reported by at-Tirmidhi, who graded it “hasan sahih.”)

We have looked into the basis of disagreement, which relates to the hukm (judgment) of the one who refrains from making takfir of mushrikin who ascribe themselves to Islam and what that entails of various opinions. What we have found is that the cause of disputation comes from two opinions, both being incorrect due to excess on one hand and negligence on the other. The following, by Allah’s permission, shows both opinions and then what we consider to be the actual hukm of Allah in this matter…

The First Opinion:

“Whoever refrains from making takfir of mushrikin (those who worship other than Allah), who ascribe themselves to Islam, is a mushrik exactly like them, because making takfir of them is part of the religion’s foundation (asl ad-din). So the refrainer is like one who worships other than Allah, and he is absolutely one of them in both name and ruling.”

The Second Opinion:

“Takfir is not part of the religion’s foundation (asl ad-din), but is one of its inferred requirements. So the one who refrains from making takfir of mushrikin, who ascribe themselves to Islam, has not disbelieved until the hujjah (evidenced argument) is established against him, all doubts are removed, and all false interpretations are ended.”

The meaning of the term “the religion’s foundation” (asl ad-din) in both opinions is: that by which tawhid is established before the advent of the prophetic proof.

After reviewing what preceded and seeking Allah’s assistance, we say:

The first opinion implies a corrupt concept, because major shirk (shirk akbar) has a reality and description that, if actualized, designates the one who possesses it as a “mushrik.” So if we were to equate the one who refrains from takfir with the one who worshiped other than Allah, then making takfir of the one who refrains from making takfir of the refrainer is absolutely necessitated, since major shirk is not excused by ignorance and the refrainer (according to the first opinion) is a mushrik like the initial person. And the one who refrains thereafter (from making takfir of the refrainer from making takfir of the refrainer) is also a mushrik, and so on.

This is the actual inference – not an imagined understanding – of this opinion’s line of reasoning, which leads to making “chain takfir,” an invalid bid’ah that originates from an incorrect understanding of the texts and that can never be controlled. This opinion is rejected due to the invalidity of its inference.

The second opinion also implies a corrupt concept, as it makes the takfir of the mushrikin like one of the obscure issues (masail khafiyyah), for which it is impossible to establish an evidenced argument and to make takfir of the refrainer as long as he has some doubt (shubhah) or misinterpretation (tawil). The essence of this opinion is the annulment of an agreed upon nullifier of Islam. And the existence of doubt is a passing matter that must be eliminated within any Islamic state that rules by the Shari’ah. As for making this passing matter a foundation upon which rulings are based, then this would result in the annulment of these rulings and the nullification of what it means to manifest the religion. This is in opposition to what is transmitted from the imams of the religion, including the imams of the Najdi da’wah RA.

It is inadmissible to use the terms “asl (foundational basis)” and “lazim (required inference)” regarding the meaning of “la ilaha illallah” and making kufr in taghut in this polemic way. That is because doing so is a fruitless, invented opinion with which Allah did not burden us. Rather, multiple corrupt inferences necessarily result therefrom, like excluding certain matters established by the advent of the prophetic proof from being part of asl ad-din (the religion’s foundation) according to this definition, and thus excluding belief in the prophethood of Muhammad SAWS from asl ad-din! Likewise, it leads to disputation between the mujahidin regarding what is included in the meaning of “asl” (foundation) and what is excluded from it. This is exactly what we warn against. And we strive to prevent this because disagreeing in this dangerous matter will lead to wrongly making tabdi’ and takfir of those who disagree (since the disagreement revolves around tawhid itself). This is unacceptable in the Islamic State, especially since those who are disagreeing are themselves mujahidin for Allah’s cause, those who disbelieved in the tawaghit, made takfir of them, took them as enemies, fought against them, and showed their disavowal from them and their followers.

Shaykh Sulayman Ibn ‘Abdillah Ibn Muhammad Ibn ‘Abdil-Wahhab TA was asked about a similar issue:

(The Sixth Issue: Regarding wala’ and bara’, is such part of the meaning of “la ilaha illallah” or one of its inferred requirements?

The answer is to say that Allah knows best. But it is sufficient for a Muslim to know that Allah made it a duty upon him to take the mushrikin as enemies and to not take them as awliya’, and He made it obligatory to love the believers and to take them as awliya’. He made this a condition of iman, just as He negated the iman of whoever shows love to whoever opposes Allah and His Messenger, even if they were their fathers, sons, brothers, or tribesmen. As for that being part of the meaning of “la ilaha illallah” or one of its inferred requirements, then Allah did not burden us with looking into that. He only burdened us with knowing that Allah made what was mentioned above a duty and obligation, and obligated acting upon so. This is fard and necessary without any doubt. And whoever considers that to be part of its meaning or inferred requirements, then that is fine and an added benefit. But whoever does not consider such, then he is not burdened to do so, especially during an argument or dispute, which leads to something wicked, including disagreement and division between the believers – those who upheld the obligations of iman, waged jihad for the sake of Allah, took the mushrikin as enemies, and took the Muslims as awliya’. Therefore, remaining silent on such matters that lead to division is definitely obligatory. This is what is apparent to me, keeping in mind that the two opinions over which there is a dispute are similar in meaning. And Allah knows best). (Ad-Durar as-Saniyyah fil-Ajwibat an-Najdiyyah (8/166).)

It is unacceptable to use the term “takfir al-‘adhir” (making takfir of the “excuser”) to describe the ruling of the one who refrains from making takfir of mushrikin who ascribe themselves to Islam because it is an inaccurate term.

While we do not accept ignorance as an excuse for major shirk, the innovated opinion of ‘udhr bil-jahl (to excuse the ignorant in their practice of major shirk) does not necessitate that every excuser refrains from making takfir, as there are those of them who might consider ignorance an excuse, but do indeed make takfir of the mushrikin because he considers the proof to have been established against them all, so he is therefore not actually a refrainer.

Just as refraining from making takfir of the mushrikin is not confined to the issue of “al-‘udhr bil-jahl,” it is also quite likely one refrains from making takfir of them out of arrogance, defiance, following desires, or by citing general texts that indicate the merits of “la ilaha illallah.”

So the term “takfir al-‘adhir” does not accurately describe the one who refrains from making takfir of the mushrikin, such a refrainer being whom the people of knowledge meant regarding this nullifier.

The one who refrains from making takfir of the mushrikin who claim to be Muslims commits an agreed upon nullifier, but his kufr is based upon establishment of the proof, unlike the one who worships other than Allah.

Making takfir of the mushrikin is an issue established by apparent, plethoric texts, which all people can understand. Establishing the argument thereof is by the Quran’s advent, by either it being conveyed to the people or them having the ability to reach it. Allah  said, “Say, ‘What thing is greatest in witness?’ Say, ‘Allah is a witness between me and you, and this Quran has been inspired unto me that by it I might warn you and whomever it reaches’” (Al-An’am 19).

The mujaddid Shaykh Muhammad Ibn ‘Abdil-Wahhab RA said, “Know that the evidences for making takfir of the otherwise righteous Muslim who commits shirk with Allah or sides with the mushrikin against the muwahaddin, even if he does not commit shirk, are more than one can compile. They are in the speech of Allah, the words of His Messenger, and the discourses of all people of knowledge.” (Ad-Durar as-Saniyyah (10/8).) Shaykh ‘Abdul-Latif Ibn ‘Abdir-Rahman Ibn Hasan RA said, “It should be said that the Book of Allah, the Sunnah of His Messenger, and the opinions of the people of knowledge are explicit, repeatedly reported, and clearly prove making takfir of anyone who supplicates other than Allah, calling upon someone for something only Allah can do… and the entire Quran demonstrates and confirms this, even coming in different ways and expressions to explain and make note of this.” (Ad-Durar as-Saniyyah (12/190).) Some other scholars of the Najdi da’wah said, “The one who does not make takfir of the mushrikin has not affirmed the Quran, and the Quran has made takfir of the mushrikin and ordered making takfir of them, taking them as enemies, and fighting against them.” (Ad-Durar as-Saniyyah (9/291).)

However, this matter could be obscure regarding some mushrikin who ascribe themselves to Islam. That is due to the spread of ignorance, weakness of da’wah, and circulation of doubts. Here, the proof is established by demonstrating the clear, indicative texts regarding the kufr of these mushrikin. If someone refrains after this clarification is made, he commits kufr. Shaykh Sulayman Ibn ‘Abdillah TA said, “If someone doubts their kufr or is ignorant of their kufr, it is clarified to him using evidences about their kufr from the Book of Allah and the Sunnah of His Messenger SAWS. After that, if he doubts or hesitates, then he is a kafir according to all of the ‘ulama, since the one who doubts the kufr of a kafir is himself a kafir.” (Ad-Durar as-Saniyyah (8/160).)

But if the matter becomes manifest by the rise of the religion, its voice being raised, and its da’wah being conveyed (as is the case in the Islamic State, may Allah strengthen it), then there is no consideration given to any doubt that would suspend the legal ruling. This is what is known from the imams of guidance like those of the Najdi da’wah who faced this issue and died upon goodness. Some of the imams of the da’wah RA said, “So whoever does not make takfir of the mushrikin of the Ottoman State and the grave worshipers, like the people of Makkah and otherwise, of those who worship righteous people, deviate from the tawhid of Allah to shirk, and replace the Sunnah of His Messenger SAWS with innovations, then he is a kafir just like them, even if he hates their religion, despises them, and loves Islam and the Muslims. For the one who does not make takfir of the mushrikin has not affirmed the Quran, and the Quran has made takfir of the mushrikin and ordered making takfir of them, taking them as enemies, and fighting against them.” (Ad-Durar as-Saniyyah (9/291).)

It is a duty of those who give da’wah and those who seek knowledge inside the Islamic State to warn the people against shirk and falling into it and to warn them against refraining from making takfir of the mushrikin. As part of their duty to warn and convey the message, they must also expose the doubts of those who quarrel in defense of the mushrikin. This is the religion of the Prophets AS and by this the religion becomes manifest.

Shaykh ‘Abdul-Latif Al ash-Shaykh RA said, “Exposing ignorant people to the fundamentals of Islam, the fundamentals of iman, decisive texts, and agreed upon issues by the people of knowledge is a hujjah (established argument) according to the scholars, and by it the proof is made, rulings are put in order, whether the rulings are on apostasy or otherwise; and the Messenger SAWS ordered conveying his message and encouraged it to be done. Regarding establishing proof and giving warning, Allah said in His Book, ‘that by it I might warn you and whomever it reaches’ (Al-An’am 19),” until he (‘Abdul-Latif) RA said, “In total, the argument in every time is made by the people of knowledge, the inheritors of the prophets.” (Misbah adh-Dhalam fir-Radd ‘ala Man Kadhdhab ash-Shaykh al-Imam (1/207).)

The issue of making takfir of the mushrikin being manifest is the default, and we are in a state that rules by the Shari’ah of Allah. It is therefore a compulsory duty upon those who give da’wah therein to warn, convey, employ the legal rulings, and remove whatever became suspended thereof due to doubts. Amongst these rulings is making takfir of whoever refrains from making takfir of the mushrikin who ascribe themselves to Islam. It is not that they should base their actions and da’wah upon the doubts of those who deceptively raise them, making such doubts the foundation, by which they would annul the agreed upon legal ruling, and refuge is with Allah.

We remind our sons, the soldiers of the Islamic State, of the order from Allah and His Messenger SAWS regarding the obligation of listening and obeying those whom Allah has appointed over them, as well as the obligation of uniting and avoiding division, hating one another, and disputation. Allah  said, “And obey Allah and His Messenger and do not dispute lest you fail and your might depart, and have patience. Verily Allah is with the patient” (Al-Anfal 46). And He said, “Verily those who divided their religion and became factions, you have nothing to do with them. Their matter is only up to Allah. Then He will inform them about what they used to do” (Al-An’am 159). And Allah’s Messenger SAWS said, “Shall I tell you about what is better in degree than fasting, prayer, and charity?” They said, “Indeed!” He said, “Rectifying the bond of unity, for verily, ruining the bond of unity is the cutter.” (Reported by at-Tirmidhi, who graded it “hasan sahih.”) In another version, “I do not mean that it cuts hair, but it cuts the religion.” May Allah send blessings upon our prophet Muhammad and upon his family and all of his companions.

All praise is due to Allah. May blessings and peace be upon Allah’s Messenger. To proceed:

Allah SWT said, “And as such We detail the signs, and to make clear the way of the criminals” (Al-An’am 55).

The Organization of al-Qa’idah in Syria (“Jabhat an-Nusrah”) and those with it of militant factions who fight the Islamic State are tawaif mumtani’ah bi-shawkah ‘an tahkim shar’ Allah (groups forcefully resisting the implementation of the Shari’ah of Allah) who have assisted the apostates who aim at establishing a “democratic civic” state of kufr. They fight together in one trench against an Islamic state, which no one doubts rules by the Shari’ah, instigate others to fight against it by all means, and strive to displace its authority from the land, in order to replace the Shari’ah of Allah, which it upholds, with Jahili laws and man-made rulings. All of this is under the cover of the Crusader campaign against the Islamic Khilafah. These nawaqid (nullifiers of Islam) and others have been committed by all of the factions who attribute themselves to the Shari’ah and jihad, while remaining in the camp of the apostates who fight the army of the Khilafah. They did not withdraw and declare their disassociation from them and from their kufr, rather, they entered into their alliances and supported them.

Leaving no room for any doubts, the Islamic State has made the ruling of the Shari’ah regarding these factions clear, that they are apostate groups who have openly committed kufr and whose condition has become apparent, in a way that establishes hujjah (proof) and severs any doubt an ignorant person might have. This includes what is found in the public announcement released by the Delegated Committee as N7-21 on the 8th of Rabi’ Awwal, 1437. As such, it will not be accepted that any of our troops desist from making takfir of these individuals whom we fight and who fight us for the Shari’ah of Allah. Any of them – of the troops of the State – who does not make takfir of these factions and whose case is raised to the emir of his division will be summoned and what is alleged against him will be confirmed, and the condition of these factions will be explained to him if he is ignorant thereof; then, if he abstains (from takfir) after clarification, he will be transferred to the court for istitabah (for the court to demand the soldier’s repentance or otherwise – if he refuses to repent – for him to be punished for apostasy).

It is not strange that Turkey has been drawn into this war – after the defeat of Erdoğan’s party in the elections and his failure to attain the majority which would enable him to become an autocracy, and after years of American pressure, and after threatening it with the Kurds – this has been expected. And we have mentioned this in a previous article, but the strange thing is the issuance of Fatawa from people – whom we consider to be upon good – saying that it is permissible to enter under the banner of Turkey to fight the Islamic State with weak flimsy arguments that conveys short-sightedness and lack of patience and ignorance of the consequence!!

If a questioner asked you: What is the meaning of their saying “and from the dilemmas is clarifying what is apparent”, then it is indeed this problem!! If “The verdict on a thing is a branch from understanding it”, then let us understand the problem to know the reality of this laughable shameful Fatwa :

Here we have a state that has announced its Islam and its leaders who announce their Islam who lead an army which announces its Islam which fights the Nusayri’s, the Christians, the Rawaafid and the apostates in defence of the Muslims. On the other hand : [there is a] president who proclaims his belief in the principles of secularism who announces the secularism of his government and leads an army which proclaims its secularism and its atheism and its enslavement to Atatürk who made the forbidden permissible for them and made the permissible to be forbidden upon them whom they obeyed!! If there was a Muslim child with you who could understand, ask him : An army that worships Atatürk, and an army that worships Allah, with whom would you be? If the small child – who has not crossed five years – knows by his instinct the reality of this problem, then what is the matter with some people corrupting -on the Muslims – their religion!!

Al-‘ilmaniyyah (Secularism) for those who do not know : It is “Establishment of life far from religion, or the complete separation of religion and life”. (Madhahib fikriyyah mu’aasirah written by Muhammad Qutb – مذاهب فكرية معاصرة لمحمد قطب ), the correct meaning for “al-‘ilmaniyyah” from its Latin, English and French translation is “اللادينية” [Atheism], and it has been translated with us [in Arabic] with “al-‘ilmaniyyah” so that it would be lightly trodden on the Muslim listeners .. ash-Shaykh Safar al-Hawali said :
“The widespread wording in the modern Islamic books is ‘Separation of Religion from the state’, but in reality it does not give the full meaning of al-‘ilmaniyyah which applies to individuals and behaviour that may not have a connection with the state. If it is said : It is the separation of the religion from life, it would have been more correct, and due to that the correct meaning of al-‘ilmaniyyah is : Establishment of life on other than the religion, regardless of whether it is in respect to the Ummah or the Individual” (al-‘ilmaniyyah). And he said: “Indeed al-ilmaniyyah means – obviously – ruling by other than which Allah has revealed, and this is the meaning of establishing life on something other than the religion, and from thereon it is – with obviousness as well – a Jahili system [pagan system] which doesn’t have any place for its belief in the scope of Islam. Rather it is disbelief as per the text of the Holy Qur’an : {وَمَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الْكَافِرُونَ} [And whosoever does not judge by what Allah has revealed, they are those who are the disbelievers] (al-Maida : 44)”. (Quoted from his book : al-‘ilmaniyyah)

The book “al-‘ilmaniyyah” written by ash-Shaykh Safar – may Allah cure him – is the most complete and best book written in Arabic Language regarding this dirty heretical theory, so let one who doubts in the disbelief of one who ascribes to Secularism go through the book, especially the last part under the heading “Verdict of al-‘ilmaniyaah in Islam” (Page 669).

So let everyone who carries a weapon know that Jihad would not be against any except “against the disbelievers with no covenant, to raise the word of Allah”, so fighting the Islamic State is not a jihad, and entering under a secular, Atatürkish, heretical apostate banner that colludes under the command of the Crusaders is : apostasy and coming out of the fold [of Islam] by consensus. The matter is not one differed in, and it doesn’t accommodate any difference, and no difference can be imagined in it for one who knows the situation and knows the sayings of the scholars of the predecessors in matters like this :

Ibn Hazm (may Allah have mercy on him) – said : “It is correct that the saying of the Most High : {وَمَنْ يَتَوَلَّهُمْ مِنْكُمْ فَإِنَّهُ مِنْهُم} {And whoever is an ally to them amongst you – then indeed, he is of them} is only taken on what is apparent from it that he is indeed a disbeliever among the disbelievers, and this is a reality that no two from the Muslims differ in.” (al-Muhalla : Volume 11)

Ash-Shaykh Hamood bin ‘Uqla ash-Shu’aybi – may Allah have mercy on him – said :

“As for allying the disbelievers against the Muslims and helping them against [the Muslims] then it is disbelief that puts one out of the fold of Islam, according to everyone whose sayings are relied upon from the scholars of the Ummah, old and new”.

Ash-Shaykh ‘Ali al-Hudhair said :

“As for the matter of allying with the disbelievers, the greatest of those who researched on the matter are the leaders of the Najdi Da’wah (may allah have mercy on all of them) and they viewed that to be from disbelief, hypocrisy, apostasy and coming out of the fold, and this is the truth. The book (Qur’an), Sunnah and Ijma’ give evidence to it.”

Ash-Shaykh ‘abdul Aziz bin Baz said :

“And the scholars of Islam have agreed that the one who allies the disbelievers against the Muslims and helps them in any form from the various forms of assistance is a disbeliever like them” (Majmoo’ al-Fatawa :Volume 1)

See the saying of ash-Shaykh ibn Baz : “in any form from the various forms of assistance” and compare it with those who want the Mujahideen to spill the blood of their brothers in favour of the Crusaders!!

Some have attained a position in lying and attained money from ignorance, and they said that this situation is from the chapter of “Seeking help from the disbelievers”. This is from the greatest of ignorance, and our situation is not from the “issue of Seeking help” from anything, because the banner does not belong to the Muslims, rather it is a crusader banner, and the Crusaders are those who are seeking assistance from the foolish and the stupid from the sons of the Muslims and others besides them to fight under them. So it is America that sought the help of the Rawafid, the Kurds, the Apostates, the Arabs, the Turks to fight the Islamic State. The leadership is American. The saying is the saying of America. The war is its war. Everyone is abiding by them. The command is for them. So how can the matter be Seeking assistance!! America intended to reduce their human losses so they brought these forward as sacrifices for them like how the disbelievers used to make sacrifices to Hubal [an idol].

Is anyone on the face of the earth ignorant of the fact that it is the Americans who are leaders of this crusader alliance against the Mujahideen!! Is anyone on the face of the earth ignorant of the fact that America is the one that established this crusader alliance!! A crusader alliance created by a crusader state which it leads to fight the Muslims, so how can it be a matter of seeking helping!!

If one of them philosophize and says that Turkey is a Muslim state, then we say : Its leader has announced his faith in the principles of secularism, and his government announces its secularism, and its army announces its guardianship for Atatürk’s Secularism. ash-Shaykh ‘Abdullah bin ‘Abdul Latif was asked regarding the state of the Ottoman Caliphate so he said :

“The one who doesn’t know the disbelief of the state, and the one who doesn’t differ between them and the aggressors from the Muslims do not know the meaning of laa ilaha illallah (There is no god except Allah), for if one believes that the state to be Muslims with that [i.e the Shahadah], then that is more severe and greater, and this is the doubting of the one who has disbelieved in Allah and associated [shirk] with him. So one who draws them and helped them against the Muslims with any form of assistance, then such is clear apostasy” [ad-Durar as-Saniyyah 10/429].

This is during the time of the Caliphate, and the Turks at the time had proclaimed their Islam even though they had fallen into some Shirk, so how would it be regarding an army that announces its secularism and its Atatürkism which still has the Shirk due to which they were made Takfeer on by the Scholars [in the first place]!!

Some might say: Erdoğan has some praiseworthy stances in giving victory to some of the matters of the Ummah, so we say : “Abu Talib bin ‘Abdul Muttalib” had far greater stances in giving victory to the Messenger of Allah – blessings and peace be upon him, and when he didn’t announce his Islam and proclaimed that he remains upon the religion of ‘Abdul Muttalib : He was in the fire with the disbelievers .. Abu Talib the Uncle of the Prophet – blessings and peace be upon him, who looked after the Messenger of Allah – blessings and peace be upon him. His sons were from the best of the Companions who fought under the prophet – blessings and peace be upon him. Abu Talib didn’t fight against the Muslims with his armies in Afghanistan, and he didn’t announce war upon them in ‘Iraq and Sham, and he didn’t hand over the Muslims to the Quryash like how the Turks are doing in catching the Mujahideen and handing them over. Rather he was fortified and harmed along with them, and defended them and stood in the face of the Quraysh for their sake. All these great stances didn’t intercede for him because he announced that he was remaining on the religion of ‘Abdul Muttalib. Erdoğan announces that he is remaining upon the religion of the secular, disbelieving, apostate, son of the Jewish woman – Atatürk who fought against the religion. Erdoğan defended the Brotherhood, and Abu Talib defended the Messenger – blessings and peace be upon him – and the Companions. We judge upon him over his announcement and his declarations, and if he has something kept hidden then it is between him and his Lord. What is for us is what is apparent, and Allah has not tasked us to search the secrets.

If it is said that he says “laa ilaaha illalaah muhammadan rasoolulaah” [There is no god except Allah, and Muhammad is the Messenger of Allah], then this does not benefit him and his announcement is the belief in the principles of secularism and his governance with it. Because “laa ilaaha illalaah” [There is no god except Allah] – the first of it is negation thereafter it, affirmation follows, so he doesn’t become a Muslim till he negates from himself enslavement to other than Allah the Most high. He – the most Glorified – said : {فَمَنْ يَكْفُرْ بِالطَّاغُوتِ وَيُؤْمِنْ بِاللهِ فَقَدِ اسْتَمْسَكَ بِالْعُرْوَةِ الْوُثْقَى} {Whoever disbelieves in Taghut and believes in Allah, then he has grasped the most trustworthy handhold that will never break} (al-Baqarah : 256), So disbelieving in Taghut – whatever it is – takes precedence over any claim in belief, because Eeman cannot be Conceived along with Shirk. He – the Most High – said : {إِنَّ اللهَ لاَ يَغْفِرُ أَنْ يُشْرَكَ بِهِ وَيَغْفِرُ مَا دُونَ ذَلِكَ لِمَنْ يَشَاءُ وَمَنْ يُشْرِكْ بِاللهِ فَقَدِ افْتَرَى إِثْمًا عَظِيمًا} {Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He wills. And he who associates others with Allah has certainly fabricated a tremendous sin.} (an-Nisa : 48) and He – the Most High – said : {إِنَّ اللهَ لاَ يَغْفِرُ أَنْ يُشْرَكَ بِهِ وَيَغْفِرُ مَا دُونَ ذَلِكَ لِمَنْ يَشَاءُ وَمَنْ يُشْرِكْ بِاللهِ فَقَدْ ضَلَّ ضَلاَلاً بَعِيدًا} {Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He wills. And he who associates others with Allah has certainly gone far astray.} (an-Nisa : 116), Shirk (association) is the greatest sin that a man may fall into it. And it is not possible for a man to be a Mushrik and a Muslim at the same time, that is even if he claims Islam and says “Laa ilaaha illa laah” (That there is no God but Allah) and he prayed and fasted..

Ash-Shaykh ibn Baz – may Allah have mercy on him – said criticising Arab nationalism :

“Every state that doesn’t rule by the Shari’ah of Allah, and doesn’t comply with the rule of Allah, and is not content with it, such is a Jahili, disbelieving, tyrannical wrong-doing state according to the text of these clear aayahs. The people of Islam should hate it and show enmity towards it for Allah, and it is forbidden upon them [the people of Islam] to love it [i.e. those states] and it is forbidden upon them to ally with it till they believe in Allah only, and rules by his Shari’ah, and is content with that for itself and upon it”.

Ibn Taymiyyah – may Allah have mercy on him – said :

“It is known by necessity from the religion of the Muslims and by consensus of all the Muslims that whoever justified the following of other than Islam or following a Shariah other than the Shariah of Muhammad – blessings and peace be upon him – such is a disbeliever” [Majmoo al-Fatawa : Volume 28]

The matter here has crossed “Justifying” to announcing and boasting of heretical secularism and ruling by the laws of disbelieving states and entering the religion of Atatürk and worshipping him. So what is the Shari’ Stance regarding a state that boasts about Secularism and takes the son of the Jewish woman “Atatürk” as a God besides Allah the Most High? Is it permissible to fight the Mujahideen under the banner of this state that has entered the American crusader alliance!! Ibn Taymiyyah says that the disbelief of a state that doesn’t rule by what Allah has revealed is “known by necessity from the religion of the Muslims and by consensus of all the Muslims” and his saying is regarding “Justifying” only and not regarding directly ruling and announcing clear disbelief and boasting of it, so how would it be if it was along with this : allying the Christians and helping them against the Muslims?!!

One might say that he is a soldier of a group, and this group has decreed the fighting under the secular Atatürkish banner allied to the cross, and that he is not capable of going against it, so we say to them what ibn Taymiyyah said in the famous Mardeen Fatwa :

“And aiding the enemy of the Muslims with man-power and property is forbidden upon them and it is obligatory upon them to abstain from that in any way that they can : from being absent or resistance or by doing a favour in return of it ; and if he is not able to do so except by Hijra : it becomes obligatory upon him” [End Quote].

So if a fighting soldier is not able to be absent or resist or do a favour in return of not having to participate or abstain from it in any other way; it is obligatory for him to abandon this group and leave it and join with a group that doesn’t go under a heretical banner which fights the people of Islam, and likewise the soldiers of the Islamic countries who are entrusted with fighting the Muslims, so these [soldiers in Islamic Nations], it is obligatory for them to disobey these commands, or to leave these armies even if it caused them harm, because it is not permissible for them to harm Muslims so that they can be safe.

Some of those who gave this fatwa used to praise ‘Erdoğan’ for years because he was not dragged into the Crusader war in ‘Iraq and Sham, and that he was able to distance himself from achieving the interests of the crusading America in ‘Iraq and Sham with diplomacy and the minds wisdom!! Everyone used to know – and some of these scholars said clearly – that America wanted to drag Erdoğan in to this war to destroy Turkey and to save Bashar, and that America has employed all the means of pressuring to force Erdoğan to enter in to this war but he distanced himself from it for the benefit of Turkey so he deserves praise and paying tribute to!! What has changed?!!

All of us know that the source of this fatwa is ash-Shaykh al-faqeeh al-‘allaamah “John Kerry”, the Foreign minister of America – May Allah destroy him and may Allah destroy America. He is the one who has released this fatwa that he is circulating in the lands of Islam so that some may stamp on it whether they know it or not!! The calamity is that they were upon Haq when they said that America wants the destruction of Turkey in dragging it into this war. Turkey will be destroyed, and Erdoğan will ruin everything that he has done in the past two terms if he fights the Islamic State that America, Europe, China, Russia, the Arabian states, Iran, the Rawafid of the World, the Nusayriyyah, the apostate Kurds together could not defeat. (That is because it got power so it established the Salah, and gave Zakah and commanded good and forbade evil, and gave victory to the Religion, and if it had altered or changed it would have been defeated). Turkey will disintegrate into small states. The apostate Kurds would break away to the south of the country, and the secularists with their apostate army will become powerful, and the only ones that will loose will be Erdoğan and his Party and those who gave him Fatwa with the likes of this without any awareness or realization.

Perhaps we should repeat stating the clear, manifest issue so that any one who has even an atom’s weight of intelligence or belief in his heart can take heed : A Muslim, muwahid, mujahid army and a secular apostate polytheistic army that worships the son of a Jewish woman Atatürk (and the Talk is about the announced apparent banner, and not on notability), and the Pressure is an American, and the fatwa is from John Kerry. So one who fights a Muslim army under the command of an apostate army which is commandered under the command of the Crusaders: let him wear the cross, and let him eat pork, and let him prostrate to the idols because he is not a Muslim, He is not a Muslim.

The equation is simple: {الَّذِينَ آمَنُوا يُقَاتِلُونَ فِي سَبِيلِ اللهِ وَالَّذِينَ كَفَرُوا يُقَاتِلُونَ فِي سَبِيلِ الطَّاغُوتِ فَقَاتِلُوا أَوْلِيَاءَ الشَّيْطَانِ إِنَّ كَيْدَ الشَّيْطَانِ كَانَ ضَعِيفًا} {Those who believe fight in the cause of Allah , and those who disbelieve fight in the cause of Taghut. So fight against the allies of Satan. Indeed, the plot of Satan has ever been weak.} (an-Nisa : 76)

The Taghut is one who allied with Crusaders and healed them in fighting the Muslims and didn’t rule by the Shari’ah of the lord of the worlds and announced choosing secular disbelief and the Atatürki Shirk, As for those who believe, they are fighting the Tawaqheet in the path of Allah and ruling by the Shar’iah of Allah and commanded good and forbidding evil. Allah commanded to fight the allies of the Shaytan, and a man is accountable only for himself.

Bringing back the problem was necessary for the place because these fatawas are directed to our brothers, the Mujahideen in Shaam : for these [enemies] are working to corrupt the Jihad [of our brothers] for the benefit of their own selves to satisfy their hostile impulses on the Islamic State, or to please men at the cost of destroying the religion, the life, and the hereafter of a Mujahid!!

The Ummah does not suffice that it is being fought by the Jews, the Christiands, the Apostates, the Rawafid, the Hindus, the Buddhists, the Zoroastrians, the Nusayri, the Druze, the Apostates from the leaders and the apostates from the Secularists, the Zionists, the Leftists, the rationalists, the Liberalists and those who are on this make-up, till the people of beards, turbans, bishts [a flimsy coat worn by Saudi scholars, kings to flaunt status etc], and people of “religious positions” came to us to fight the Ummah from the top of the pulpits and in satellite TV, Social Programs, the Internet under the guise of religion and the guise of fighting against Terrorism, Khaarijities and Extremism!! When we were reading the hadith of the Messenger of Allah – blessings and peace be upon him “يوشك أن تداعى عليكم الأمم” “Soon the nations (i.e different groups of people) will invite each other against you” [Abu Dawud, Graded authentic by al-Albany] our minds used to fixate upon the nations of Judaism, Christianity and the people of Idolatry. As for now, we surely see with our own eyes the war of these [munafiqs/apostates mentioned above] against Islam and their invitations [to others to fight] against the people of Jihad and their alliance with the enemies of the Millah, and we have spent the night asking amongst ourselves : From which Ummah are these [from]?!!

These fatawa is only a preface to what is to come : For these people want the stabilization of the Nusayris in Sham, and an agreement with Bashar in fighting the Mujahideen. And they want the Mujahideen to be occupied with each other and for the enemy of Allah and those who are with him to be to be saved, at a time when the soldiers of Allah have edged closer to the strongholds of the Nusayris. And this is what has happened in Afghanistan when the victory was close, whence the enemies played their tricks to disband the Mujahideen, and in-fighting occurred, and the Jihad of the Ummah was lost. So the enemies want to repeat the occasion in Sham so that they can choose whom they wish who would rule the lands by which the slaves would be subjugated to them.

What happened in Egypt, Yemen, Libya, Tunis is not long ago, so where are the minds of the intellectual and the insight of the noble people of Eeman!! Kufr drags with it, its like : So one who fights today under a secular banner will find himself tomorrow fighting under the crusader banner or that of the Nusayris or the Rawafids and his justification will be that he fought under a heretical secular banner. Kufr [disbelief] is one nation, so there is no difference between these flags, and with this the religion is lost and the goals of the enemies are achieved.

We repeat due to the importance of the matter :

It is not allowed for one who believes in Allah and the Last day to enter under the Crusader banner to fight the Muslims.

It is not allowed for one who believes in Allah and the Last Day to enter under the Atatürks Secular Turkish banner to fight the Muslims.

It is not allowed for one who believes in Allah and the Last day to give Fatwa to the Muslims saying it is permissible to help the Crusaders and the heretical Secularists against the Muslims.

All of these are agreed upon by the Scholars of the Muslims, we do not know of any difference of opinion in it at all. The talk here is regarding a disbelieving crusader banner which is fighting a Jihadi Islamic State, so whoever who enters under the Crusader banner is a crusader like them {يَا أَيُّهَا الَّذِينَ آمَنُوا لاَ تَتَّخِذُوا الْيَهُودَ وَالنَّصَارَى أَوْلِيَاءَ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ وَمَنْ يَتَوَلَّهُمْ مِنْكُمْ فَإِنَّهُ مِنْهُمْ إِنَّ اللهَ لاَ يَهْدِي الْقَوْمَ الظَّالِمِينَ } {O you who have believed, do not take the Jews and the Christians as allies. They are allies of one another. And whoever is an ally to them among you – then indeed, he is of them. Indeed, Allah guides not the wrongdoing people} (al-Maida : 51), and one who enters under Atatürks Secular banner to fight the Muslims, such is a secular Atatürki apostate according to the understanding of the Aayah like how some Scholars of Tafeseer have affirmed, so there is no argument for one who enters under this banner to fight the Muslims. And Allah – the most High – will ask those who gave Fatwa to the youth with this clear disbelief and apparent apostasy on the day in which the fire of Jahnnam would be distinct due to the wrath, so prepare for Allah an answer.

We ask Allah to repel every trick and plot against the Muslims, and to protect the Mujahideen from every treason, and to guide the fighters in every place to Haqq, and to defend them from the evil of every discourager and agitator, and to enable the Mujahideen to smite the necks of the enemies of the religion. We ask him – Glorified He is – to make the battle of the Muslims sincerely for his noble countenance alone, and to protect our youth in the field from the tribulations that are apparent and hidden, and to gather their saying and to unite their ranks with which their brothers become happy and their enemies enrage..

And Allah knows best.. May the blessings of Allah and peace be upon our prophet Muhammad and his family and his companions.
