All praise is due to Allah. May blessings and peace be upon the imam of the mujahidin, our Prophet Muhammad, and upon his family and all of his companions. To proceed:

Allah SWT said, “And tell My slaves to say that which is best. Verily, Shaytan incites them against each other. Verily, Shaytan is a clear enemy to mankind” (Al-Isra 53).

Lately, an issue has circulated among the soldiers of the Islamic State that has led to disagreements regarding some matters over which the hearts and tongues have disputed, reaching the point of ruining relationships between the disputing parties. We have never held these issues lightly, as Allah’s Messenger SAWS warned us against them, describing them as cutting away the religion, saying, “For verily, ruining the bond of unity is the cutter.” (Reported by at-Tirmidhi, who graded it “hasan sahih.”)

We have looked into the basis of disagreement, which relates to the hukm (judgment) of the one who refrains from making takfir of mushrikin who ascribe themselves to Islam and what that entails of various opinions. What we have found is that the cause of disputation comes from two opinions, both being incorrect due to excess on one hand and negligence on the other. The following, by Allah’s permission, shows both opinions and then what we consider to be the actual hukm of Allah in this matter…

The First Opinion:

“Whoever refrains from making takfir of mushrikin (those who worship other than Allah), who ascribe themselves to Islam, is a mushrik exactly like them, because making takfir of them is part of the religion’s foundation (asl ad-din). So the refrainer is like one who worships other than Allah, and he is absolutely one of them in both name and ruling.”

The Second Opinion:

“Takfir is not part of the religion’s foundation (asl ad-din), but is one of its inferred requirements. So the one who refrains from making takfir of mushrikin, who ascribe themselves to Islam, has not disbelieved until the hujjah (evidenced argument) is established against him, all doubts are removed, and all false interpretations are ended.”

The meaning of the term “the religion’s foundation” (asl ad-din) in both opinions is: that by which tawhid is established before the advent of the prophetic proof.

After reviewing what preceded and seeking Allah’s assistance, we say:

The first opinion implies a corrupt concept, because major shirk (shirk akbar) has a reality and description that, if actualized, designates the one who possesses it as a “mushrik.” So if we were to equate the one who refrains from takfir with the one who worshiped other than Allah, then making takfir of the one who refrains from making takfir of the refrainer is absolutely necessitated, since major shirk is not excused by ignorance and the refrainer (according to the first opinion) is a mushrik like the initial person. And the one who refrains thereafter (from making takfir of the refrainer from making takfir of the refrainer) is also a mushrik, and so on.

This is the actual inference – not an imagined understanding – of this opinion’s line of reasoning, which leads to making “chain takfir,” an invalid bid’ah that originates from an incorrect understanding of the texts and that can never be controlled. This opinion is rejected due to the invalidity of its inference.

The second opinion also implies a corrupt concept, as it makes the takfir of the mushrikin like one of the obscure issues (masail khafiyyah), for which it is impossible to establish an evidenced argument and to make takfir of the refrainer as long as he has some doubt (shubhah) or misinterpretation (tawil). The essence of this opinion is the annulment of an agreed upon nullifier of Islam. And the existence of doubt is a passing matter that must be eliminated within any Islamic state that rules by the Shari’ah. As for making this passing matter a foundation upon which rulings are based, then this would result in the annulment of these rulings and the nullification of what it means to manifest the religion. This is in opposition to what is transmitted from the imams of the religion, including the imams of the Najdi da’wah RA.

It is inadmissible to use the terms “asl (foundational basis)” and “lazim (required inference)” regarding the meaning of “la ilaha illallah” and making kufr in taghut in this polemic way. That is because doing so is a fruitless, invented opinion with which Allah did not burden us. Rather, multiple corrupt inferences necessarily result therefrom, like excluding certain matters established by the advent of the prophetic proof from being part of asl ad-din (the religion’s foundation) according to this definition, and thus excluding belief in the prophethood of Muhammad SAWS from asl ad-din! Likewise, it leads to disputation between the mujahidin regarding what is included in the meaning of “asl” (foundation) and what is excluded from it. This is exactly what we warn against. And we strive to prevent this because disagreeing in this dangerous matter will lead to wrongly making tabdi’ and takfir of those who disagree (since the disagreement revolves around tawhid itself). This is unacceptable in the Islamic State, especially since those who are disagreeing are themselves mujahidin for Allah’s cause, those who disbelieved in the tawaghit, made takfir of them, took them as enemies, fought against them, and showed their disavowal from them and their followers.

Shaykh Sulayman Ibn ‘Abdillah Ibn Muhammad Ibn ‘Abdil-Wahhab TA was asked about a similar issue:

(The Sixth Issue: Regarding wala’ and bara’, is such part of the meaning of “la ilaha illallah” or one of its inferred requirements?

The answer is to say that Allah knows best. But it is sufficient for a Muslim to know that Allah made it a duty upon him to take the mushrikin as enemies and to not take them as awliya’, and He made it obligatory to love the believers and to take them as awliya’. He made this a condition of iman, just as He negated the iman of whoever shows love to whoever opposes Allah and His Messenger, even if they were their fathers, sons, brothers, or tribesmen. As for that being part of the meaning of “la ilaha illallah” or one of its inferred requirements, then Allah did not burden us with looking into that. He only burdened us with knowing that Allah made what was mentioned above a duty and obligation, and obligated acting upon so. This is fard and necessary without any doubt. And whoever considers that to be part of its meaning or inferred requirements, then that is fine and an added benefit. But whoever does not consider such, then he is not burdened to do so, especially during an argument or dispute, which leads to something wicked, including disagreement and division between the believers – those who upheld the obligations of iman, waged jihad for the sake of Allah, took the mushrikin as enemies, and took the Muslims as awliya’. Therefore, remaining silent on such matters that lead to division is definitely obligatory. This is what is apparent to me, keeping in mind that the two opinions over which there is a dispute are similar in meaning. And Allah knows best). (Ad-Durar as-Saniyyah fil-Ajwibat an-Najdiyyah (8/166).)

It is unacceptable to use the term “takfir al-‘adhir” (making takfir of the “excuser”) to describe the ruling of the one who refrains from making takfir of mushrikin who ascribe themselves to Islam because it is an inaccurate term.

While we do not accept ignorance as an excuse for major shirk, the innovated opinion of ‘udhr bil-jahl (to excuse the ignorant in their practice of major shirk) does not necessitate that every excuser refrains from making takfir, as there are those of them who might consider ignorance an excuse, but do indeed make takfir of the mushrikin because he considers the proof to have been established against them all, so he is therefore not actually a refrainer.

Just as refraining from making takfir of the mushrikin is not confined to the issue of “al-‘udhr bil-jahl,” it is also quite likely one refrains from making takfir of them out of arrogance, defiance, following desires, or by citing general texts that indicate the merits of “la ilaha illallah.”

So the term “takfir al-‘adhir” does not accurately describe the one who refrains from making takfir of the mushrikin, such a refrainer being whom the people of knowledge meant regarding this nullifier.

The one who refrains from making takfir of the mushrikin who claim to be Muslims commits an agreed upon nullifier, but his kufr is based upon establishment of the proof, unlike the one who worships other than Allah.

Making takfir of the mushrikin is an issue established by apparent, plethoric texts, which all people can understand. Establishing the argument thereof is by the Quran’s advent, by either it being conveyed to the people or them having the ability to reach it. Allah  said, “Say, ‘What thing is greatest in witness?’ Say, ‘Allah is a witness between me and you, and this Quran has been inspired unto me that by it I might warn you and whomever it reaches’” (Al-An’am 19).

The mujaddid Shaykh Muhammad Ibn ‘Abdil-Wahhab RA said, “Know that the evidences for making takfir of the otherwise righteous Muslim who commits shirk with Allah or sides with the mushrikin against the muwahaddin, even if he does not commit shirk, are more than one can compile. They are in the speech of Allah, the words of His Messenger, and the discourses of all people of knowledge.” (Ad-Durar as-Saniyyah (10/8).) Shaykh ‘Abdul-Latif Ibn ‘Abdir-Rahman Ibn Hasan RA said, “It should be said that the Book of Allah, the Sunnah of His Messenger, and the opinions of the people of knowledge are explicit, repeatedly reported, and clearly prove making takfir of anyone who supplicates other than Allah, calling upon someone for something only Allah can do… and the entire Quran demonstrates and confirms this, even coming in different ways and expressions to explain and make note of this.” (Ad-Durar as-Saniyyah (12/190).) Some other scholars of the Najdi da’wah said, “The one who does not make takfir of the mushrikin has not affirmed the Quran, and the Quran has made takfir of the mushrikin and ordered making takfir of them, taking them as enemies, and fighting against them.” (Ad-Durar as-Saniyyah (9/291).)

However, this matter could be obscure regarding some mushrikin who ascribe themselves to Islam. That is due to the spread of ignorance, weakness of da’wah, and circulation of doubts. Here, the proof is established by demonstrating the clear, indicative texts regarding the kufr of these mushrikin. If someone refrains after this clarification is made, he commits kufr. Shaykh Sulayman Ibn ‘Abdillah TA said, “If someone doubts their kufr or is ignorant of their kufr, it is clarified to him using evidences about their kufr from the Book of Allah and the Sunnah of His Messenger SAWS. After that, if he doubts or hesitates, then he is a kafir according to all of the ‘ulama, since the one who doubts the kufr of a kafir is himself a kafir.” (Ad-Durar as-Saniyyah (8/160).)

But if the matter becomes manifest by the rise of the religion, its voice being raised, and its da’wah being conveyed (as is the case in the Islamic State, may Allah strengthen it), then there is no consideration given to any doubt that would suspend the legal ruling. This is what is known from the imams of guidance like those of the Najdi da’wah who faced this issue and died upon goodness. Some of the imams of the da’wah RA said, “So whoever does not make takfir of the mushrikin of the Ottoman State and the grave worshipers, like the people of Makkah and otherwise, of those who worship righteous people, deviate from the tawhid of Allah to shirk, and replace the Sunnah of His Messenger SAWS with innovations, then he is a kafir just like them, even if he hates their religion, despises them, and loves Islam and the Muslims. For the one who does not make takfir of the mushrikin has not affirmed the Quran, and the Quran has made takfir of the mushrikin and ordered making takfir of them, taking them as enemies, and fighting against them.” (Ad-Durar as-Saniyyah (9/291).)

It is a duty of those who give da’wah and those who seek knowledge inside the Islamic State to warn the people against shirk and falling into it and to warn them against refraining from making takfir of the mushrikin. As part of their duty to warn and convey the message, they must also expose the doubts of those who quarrel in defense of the mushrikin. This is the religion of the Prophets AS and by this the religion becomes manifest.

Shaykh ‘Abdul-Latif Al ash-Shaykh RA said, “Exposing ignorant people to the fundamentals of Islam, the fundamentals of iman, decisive texts, and agreed upon issues by the people of knowledge is a hujjah (established argument) according to the scholars, and by it the proof is made, rulings are put in order, whether the rulings are on apostasy or otherwise; and the Messenger SAWS ordered conveying his message and encouraged it to be done. Regarding establishing proof and giving warning, Allah said in His Book, ‘that by it I might warn you and whomever it reaches’ (Al-An’am 19),” until he (‘Abdul-Latif) RA said, “In total, the argument in every time is made by the people of knowledge, the inheritors of the prophets.” (Misbah adh-Dhalam fir-Radd ‘ala Man Kadhdhab ash-Shaykh al-Imam (1/207).)

The issue of making takfir of the mushrikin being manifest is the default, and we are in a state that rules by the Shari’ah of Allah. It is therefore a compulsory duty upon those who give da’wah therein to warn, convey, employ the legal rulings, and remove whatever became suspended thereof due to doubts. Amongst these rulings is making takfir of whoever refrains from making takfir of the mushrikin who ascribe themselves to Islam. It is not that they should base their actions and da’wah upon the doubts of those who deceptively raise them, making such doubts the foundation, by which they would annul the agreed upon legal ruling, and refuge is with Allah.

We remind our sons, the soldiers of the Islamic State, of the order from Allah and His Messenger SAWS regarding the obligation of listening and obeying those whom Allah has appointed over them, as well as the obligation of uniting and avoiding division, hating one another, and disputation. Allah  said, “And obey Allah and His Messenger and do not dispute lest you fail and your might depart, and have patience. Verily Allah is with the patient” (Al-Anfal 46). And He said, “Verily those who divided their religion and became factions, you have nothing to do with them. Their matter is only up to Allah. Then He will inform them about what they used to do” (Al-An’am 159). And Allah’s Messenger SAWS said, “Shall I tell you about what is better in degree than fasting, prayer, and charity?” They said, “Indeed!” He said, “Rectifying the bond of unity, for verily, ruining the bond of unity is the cutter.” (Reported by at-Tirmidhi, who graded it “hasan sahih.”) In another version, “I do not mean that it cuts hair, but it cuts the religion.” May Allah send blessings upon our prophet Muhammad and upon his family and all of his companions.

All praise is due to Allah. May blessings and peace be upon Allah’s Messenger. To proceed:

Allah SWT said, “And as such We detail the signs, and to make clear the way of the criminals” (Al-An’am 55).

The Organization of al-Qa’idah in Syria (“Jabhat an-Nusrah”) and those with it of militant factions who fight the Islamic State are tawaif mumtani’ah bi-shawkah ‘an tahkim shar’ Allah (groups forcefully resisting the implementation of the Shari’ah of Allah) who have assisted the apostates who aim at establishing a “democratic civic” state of kufr. They fight together in one trench against an Islamic state, which no one doubts rules by the Shari’ah, instigate others to fight against it by all means, and strive to displace its authority from the land, in order to replace the Shari’ah of Allah, which it upholds, with Jahili laws and man-made rulings. All of this is under the cover of the Crusader campaign against the Islamic Khilafah. These nawaqid (nullifiers of Islam) and others have been committed by all of the factions who attribute themselves to the Shari’ah and jihad, while remaining in the camp of the apostates who fight the army of the Khilafah. They did not withdraw and declare their disassociation from them and from their kufr, rather, they entered into their alliances and supported them.

Leaving no room for any doubts, the Islamic State has made the ruling of the Shari’ah regarding these factions clear, that they are apostate groups who have openly committed kufr and whose condition has become apparent, in a way that establishes hujjah (proof) and severs any doubt an ignorant person might have. This includes what is found in the public announcement released by the Delegated Committee as N7-21 on the 8th of Rabi’ Awwal, 1437. As such, it will not be accepted that any of our troops desist from making takfir of these individuals whom we fight and who fight us for the Shari’ah of Allah. Any of them – of the troops of the State – who does not make takfir of these factions and whose case is raised to the emir of his division will be summoned and what is alleged against him will be confirmed, and the condition of these factions will be explained to him if he is ignorant thereof; then, if he abstains (from takfir) after clarification, he will be transferred to the court for istitabah (for the court to demand the soldier’s repentance or otherwise – if he refuses to repent – for him to be punished for apostasy).

O Our People Respond to the Caller of Allah

All praise is due to Allah, the Strong and Mighty. And may blessings and peace be upon the one sent with the sword as a mercy to all the worlds.As for what follows: Allah (‘azza wa jall) said,

{O you who have believed, whoever of you should revert from his religion, Allah will bring forth in place of them a people He will love and who will love Him who are humble toward the believers, powerful against the kāfirīn; they perform jihād for the cause of Allah and do not fear the blame of a critic. That is the favor of Allah; He bestows it upon whom He wills. And Allah is all-Encompassing and Knowing} [Al-Mā’idah: 54].

And He (subhānah) said {O you who have believed, fight those adjacent to you of the kuffār and let them find in you harshness} [At-Tawbah: 123].

And He (subhānah) said {Muhammad is the Messenger of Allah; and those with him are forceful against the kuffār, merciful among themselves} [Al-Fath: 29].

And He (subhānah) said {There has already been for you an excellent example in Ibrāhīm and those with him, when they said to their people, “Indeed, we are disassociated from you and from whatever you worship other than Allah. We have denied you, and there has appeared between us and you animosity and hatred forever until you believe in Allah alone”} [Al-Mumtahinah: 4].

Indeed, amongst the traits of Allah’s slaves, the mujāhidīn for His cause, whom He favored with His love towards them and their love towards Him, those He selects from His creation to establish His rule and govern with His Sharī’ah is that they are mighty against the kuffār, supreme, and defiant. They are supreme by their creed and tawhīd, not through themselves. They are defiant by their certainty that victory, strength, and triumph are for them by the grace of Allah, not by their weapons nor their numbers.

They go on with what their Lord has ordered them, not fearing the blame of the people, because the Lord of the people loves them. They are not concerned of how many of the people’s laws, traditions, and customs they oppose for the sake of Allah’s order. They don’t fear any catastrophes, no matter how much the people gather together against them, because Allah is with them. They are severe and harsh against the kuffār like the beast on its prey.

Those whom Allah (tabāraka wa ta’ālā) has chosen, selected, and bestowed His grace upon so that they establish His religion and impose His rule, disassociate from the kuffār, break off from them, and announce animosity and hatred towards them. They don’t ally with them and don’t compromise for them. They don’t live amongst them and sit in their shades. They don’t appease them even if they are their family, tribe, or people. This is the condition of those who establish Allah’s Sharī’ah. They don’t change no matter what disturbs them in their long path of trials and tribulations.

We see in these years of deception those who claim jihād and the struggle to support Allah’s religion and establish His Sharī’ah, while they deviated from the path of the Prophets. They have sought a guidance other than the guidance of our Prophet (sallallāhu ‘alayhi wa sallam) and his noble Companions. You will see him fearing the days of defeat. He fears the blame of the public. He flatters the kuffār and compromises for them. He acts out for them and appeases them. Rather, he allies with them, defends them, and shows affection towards them.

You will see him hastening to build a relationship with them, by sweet-talking them and by rushing to open offices amongst them and under their rule, hoping to gain from them and to avoid their harm. You will see him pleading and begging for their help, aid, and support.

Whereas the Islamic State has known the path of honor, the path of our Prophet Muhammad (sallallāhu ‘alayhi wa sallam). It followed his footsteps and held on to his guidance. It will not change nor deviate from it, inshā’allāh.

We will continue on our path, with Allah’s permission. We do not fear the blame of the blamers. We do not care even if the people attack us all from a single bow and no matter how many nations rush against us or how many swords strike us. We do not care. Even if the donkeys of knowledge stumble in the mud, it will not harm us, with Allah’s permission, because we are upon insight from our Lord. We didn’t bring anything from ourselves nor did we do anything more than holding on to the Book of our Lord and the Sunnah of our Prophet (sallallāhu ‘alayhi wa sallam).

O Muslims everywhere, we congratulate you on the occasion of the blessed month of Ramadān arriving. We praise Allah for making us reach this significant month. Take advantage of this great opportunity, O slaves of Allah, hasten towards righteous deeds and search for the best of them. And the best of the deeds to draw closer to Allah is jihād. So hasten towards it. Aspire to battle in this noble month and to attain shahādah in it, because a voluntary act in this month is equal to an obligatory act in the rest of the months, and an obligatory act is increased tenfold.

So the wise and intelligent is the one who aspires to continue jihād and battling in Ramadān. No acts of worship are equal to jihād. And jihād in Ramadān is not matched by jihād in other months. So glad tidings to the one who spends Ramadān as a fighter for the cause of Allah, and glad tidings to the one whom Allah selects in this blessed month and accepts as a shahīd. Allah may increase the reward of a shahīd tenfold in Ramadān in comparison to other months. So, O Muslims embark and hasten towards jihād. And O mujāhidīn everywhere, rush and move to make Ramadān a month of disasters for the kuffār.

O Ahlus-Sunnah everywhere and we specially mention those in Iraq, you have begun to experience with the Rāfidah a reality that we had warned you about in the past. You have begun to live it as a reality and witness it with the eye of certainty, in Baghdad, Dayālā, al-Anbār, Karkūk, and Salahuddīn. You are not unaware of the abductions, murders, eviction of Ahlus-Sunnah every day in Baghdad. A Sunnī has no courage to reveal his religion there, nor is it possible for him to enter it. Who among you is able to name his son ‘Umar, ‘Uthmān, or Mu’āwiyah? Who among you can enter Baghdad today? The Rāfidah do not allow a Sunnī to enter Baghdad. Rather they don’t even allow those falsely considered as “Sunnī” to enter it. They don’t allow their servants, their followers, and their dogs from among the apostates of the Sahwāt, police, and army to enter it, for the reason that they are assumed to be from Ahlus-Sunnah by name, despite their long term services for them, despite their devotion to defend them, despite them being Safawī more than the Safawiyyīn themselves.

Ask about the apostate Sunnī officer from al-Anbār who was a boot of the Safawiyyīn, and was defending them against the mujāhidīn. His condition didn’t help him with the Rāfidah. When he fled from the mujāhidīn to Baghdad, the Rāfidah stopped him at the entrance of the city and bargained for his daughters, and it was a shock that awakened him and turned him away from his deviance. He then returned to al-Anbār, to the mujāhidīn, repenting.

The Rāfidah will never show mercy towards Ahlus-Sunnah if they gain control over them. How could they show them mercy? While they believe killing the Sunnī draws them closer to their false “gods,” even if this “Sunnī” fully abandoned his religion and only carried its name, and even if he was a servant or a slave for them who was devoted to serving and defending them.
And we do not speak to you today about an expected future, but we speak to you about facts you came to live with certainty. As soon as the Rāfidī Mobilization entered al-‘Āmiriyyah, it started assaulting the bases of the Sahwāt, the Sahwāt of treason and betrayal. As soon as the Rāfidī Mobilization entered ad-Dulū’iyyah; they prevented the Friday prayer. And you saw what they did in Dayālā, Salāhuddīn, and al-Anbār of burning down masājid and blowing them up, as well as the killing, slaughter, burning, and eviction of Ahlus-Sunnah, looting their wealth and pillaging their properties. You came to live these facts with certainty, O Ahlus-Sunnah.

Has the news of the jewelers and money-changers reached you, those who were abducted in Sāmarrā’ and then returned as motionless corpses? Have you forgotten the recent incident of al-A’dhamiyyah and the shouts of the Rāfidah there and what they proclaimed against you when they burned your homes and cars? Do you not hear them threatening you every day, O people of al-Anbār, describing you as “the head of the snake,” and intimidating you? O Ahlus-Sunnah, do you not see thousands and thousands of your people succumbing to the prisons of South Baghdad? Do you not know that amongst them are 1300 of the chaste, pure women? And this is only what has been made public and has been documented.

O Ahlus-Sunnah everywhere, the Crusaders resolved to clear Iraq of Ahlus-Sunnah completely and to make it purely Rāfidī. So wake up, O Ahlus-Sunnah everywhere, because the matter is serious! The Rāfidah have unveiled their true face. The extent of their enmity and animosity against you has become apparent to you, and the Crusaders’ enmity and animosity against you is not less than that of the Rāfidah. {Neither those who disbelieve from the People of the Scripture nor the mushrikīn wish that any good should be sent down to you from your Lord} [Al-Baqarah: 105]. {And they will continue to fight you until they turn you back from your religion if they are able} [Al-Baqarah: 217].

Indeed, by Allah’s grace, the Crusaders lost hope of extinguishing the jihād in Iraq. They were unable to distance Ahlus-Sunnah from the mujāhidīn and they were unable to recruit them via what is referred to as the political process. Thus, the Crusaders lost this battle and Ahlus-Sunnah generally began rallying around the mujāhidīn. The Jews were frightened and alarmed by the daily bay’āt of the tribal leaders and dignitaries to the mujāhidīn.

They therefore decided to sell Iraq to the Rāfidah, Iran, and the atheists of the Kurds so that they may carry out the killing, incarceration, and eviction of Ahlus-Sunnah. This is a fact that has become as clear as the sun at noontime and this is the Crusaders’ true strategy in their war against the Khilāfah. Thus – with a fatwā of the accursed, filthy as-Sistānī, the muftī of the Crusaders – the creation of the Rāfidī Mobilization was completed, and it was trained and armed within a short period, and also fully supplied and provided with Crusader air cover. The door was opened wide for the Rāfidah to come from all countries. They formed the brigades, militias, parties, and groups, and even opened for every party – nay, every brigade – a satellite channel that broadcasts for it.

While in contrast, we see the apostates of Ahlus-Sunnah complaining to the Crusaders and kissing their feet so that they may arm them, all to no avail. The Rāfidah-controlled areas are gradually being cleared of Ahlus-Sunnah by killing, incarcerating, and evicting them. There are arrests of hundreds of them every day and the displaced people of Ahlus-Sunnah are not given permission to return to their houses in the areas which the Rāfidah take. Who has returned to Dayālā or Tikrīt? Who has returned to Jurf as-Sakhr or al-Kar’ūl, or al-‘Uwaysāt, or any other places? The displaced people of Ahlus-Sunnah are not given permission to enter any area that is controlled by the Rāfidah, especially the people of al-Anbār – and whoever of them managed to enter Baghdad is pursued and raided, to be killed, incarcerated, or evicted. Do you not read the signboards in Baghdad on which are written: “Whoever shelters a displaced person from al-Anbār is a terrorist.”

Thus, the displaced ones from the people of al-Anbār were abandoned outdoors, with the desert heat burning them, and some of them refuse even until now to return to their people and their religion. They suffer pain and drink from the cup of humiliation, and there is no power nor might except with Allah! And we did not wrong them, but they wronged themselves.

This is nothing but the result of their abandonment of jihād and the loyalty of some of their sons to the Rāfidah and the Crusaders as well as these sons joining of the Sahwāt and the Safawī army, seeking glory with them. So Allah humiliated them. {And he whom Allah humiliates – for him there is no bestower of honor} [Al-Hajj: 18]. And this is also confirmation of the hadīth of Allah’s Messenger (sallallāhu ‘alayhi wa sallam), “When you trade in ‘īnah (a form of usury), cling to the tails of cows, and abandon jihād, Allah will bestow upon you a humiliation which He won’t lift until you return to your religion.” O people of al-Anbār, return to your houses and return to your people. Return to your religion!

And because the situation has reached this point and perhaps the murtaddīn from amongst those claiming to be Sunnī now know the reality of the Rāfidah, we say: It has reached us that many of them are determined to flee from the anvil of the Rāfidah, but are unable to do so due to their fear of our hammer. And for the purpose of being excused in front of Allah and then in front of the Muslims, and in response from Amīrul-Mu’minīn to the appeals of the leaders and dignitaries of the tribes, we hereby give the Sahwāt and those remaining with the Rāfidah – in the army and police – one final opportunity, and call them once more to repent. This is for all of them without exception, for we do not exclude officers or criminals, and we do not stipulate anything on them other than to surrender their weapons as a sign of their truthfulness.
We do not exclude anyone from having their repentance accepted this time, not even the Jaghāyifah clan in Hadīthah who have repeatedly apostatized, and this despite the fact that we are speaking from a position of strength and currently have Hadīthah under siege and may enter it at any moment. This is a precious opportunity for you and for all apostates, so seize it and repent in this virtuous month. Perhaps Allah will turn to you in forgiveness.

And if Allah bestows His grace upon us and we enter Hadīthah before you repent, then I swear that we will make you an example for generations to come, such that people will pass by Hadīthah and say, “There used to be a clan called Jaghāyifah here and homes that belonged to the Jaghāyifah.”

We likewise renew our call to the soldiers of the factions in Shām and Libya. We call on them to think long before embarking to fight the Islamic State, which rules by that which Allah revealed. Remember, O you afflicted by fitnah, before embarking to fight the Islamic State, that there is no place on the face of the Earth where the Sharī’ah of Allah is implemented and the rule is entirely for Allah except for the lands of the Islamic State. Remember that if you were able to capture one hand span, one village, or one city from it, the rule of Allah in that area would be replaced with the rule of man. Then ask yourself, “What is the ruling on someone who replaces or is a cause for the replacement of the rule of Allah with the rule of man?” Yes, you become a disbeliever because of that. So beware, for by fighting the Islamic State you fall into kufr whether you realize it or not.

Then think of all the pretexts that the callers upon the gates of Hell are using to get you to fight the Islamic State. You will find that they are all false pretexts. So think and reflect, O soldier afflicted by fitnah, and look with the eye of impartiality, not with the eye of a biased faction. Look with the perspective of the Sharī’ah and the evidence, and then don’t turn to the fatāwā of the donkeys of knowledge who’ve stumbled and fallen in trash. Do not let their famous reputations deceive you, even if they have a long history of writing and authorship, for they neither left the laps of the tawāghīt, nor marched forth to jihād. They spent their entire lives remaining behind with the women in their rooms, hunting the slip-ups and mistakes of the mujāhidīn. If they perform ribāt, their ribāt is on the frontiers of Twitter, and if they take part in battle, their battle is in the form of an interview on satellite TV. They have never fired a single bullet for the cause of Allah, nor have they witnessed a single scene or episode on the battlefield with the mujāhidīn.

It may be that if one of them wanted to join a faction, they would not accept him. And if he were accepted, he would not remain long before either he discarded them or they discarded him. It may be that if he were to contemplate, he would discover that his arrogance is what prevents him from marching forth, for his inner self would not obey him with regards to placing himself under the authority of any leader. It may be that he has never considered taking part in battle and will never consider doing so.

And after all that, even as a sinner sitting back from jihād, he wants to make himself out to be an authority for jihād and the mujāhidīn. Never!

I am from amongst those least in need of a pretender, who considers the people misguided while he himself is not guided.

When you attempt to lead the truth with falsehood it refuses, and if you were to lead the firmly anchored mountains with the truth they would submit. [Poetry]

O soldier afflicted by fitnah, be careful whom you take your religion from, and repent to your Lord so that perhaps He may have mercy on you and guide you. Furthermore, have you not taken a lesson, O factions and Sahwāt? Have you not taken a lesson from your predecessors’ fight against the Islamic State ten years ago? Where are the factions that fought the Islamic State? Where are the Sahwāt? Have you not taken a lesson, O factions of Libya? Have you not taken a lesson, O Sahwāt of Darnah? Have you not taken a lesson, O factions of Khurāsān? What will you gain from fighting the Islamic State? Does one of you desire to dig his grave with his own hands, or wish to have his head cut off, or his house demolished? What will you gain from fighting the Islamic State, O factions? Do you think that you will be able to eradicate it? Do you think that you are stronger in might than the Sahwāt of Iraq backed by America and its allies? Will you not take a lesson from the factions of Shām and their Sahwāt?

Stop your war against the Islamic State, O factions everywhere, and repent to your Lord. Do not stand between it and the Jews, the Crusaders, and the tawāghīt. As for he who insists on fighting it, let him not wail thereafter, or slap himself in grief, nor blame anyone but himself.

O Ahlus-Sunnah everywhere, and specifically our people in Jordan, Bilād al-Haramayn, and Lebanon, if you do not rush to help the people of the Sunnah in Iraq and Shām, then rush to help yourselves. Do not let your condition become like the condition of the one who said, “I was eaten the day that the white bull was eaten.” And if your īmān has become weak, your religious adherence has decreased, your resolve has failed, and you have left off and abstained from jihād, then do not let your honor and manhood die, for how can you enjoy life and live in pleasure in your homes while your brothers from Ahlus-Sunnah are being butchered and driven out of their lands, and their homes are being destroyed, their wealth is being looted, and their women are being violated? And this was not done except with Crusader planes that take off from within your midst, are financed by your wealth, and are fueled by your oil.

May Allah’s curse be upon your rulers! And may Allah’s curse be upon those of you who ally with them and support them! May Allah’s curse be upon the evil scholars, the donkeys of knowledge who drug you to sleep with their fatāwā, supporting the tawāghīt and consolidating their thrones. Wake up, O Ahlus-Sunnah in Lebanon, Jordan, and Bilād al-Haramayn! Rise up against your corrupt kāfir rulers. Rise up against them before you become regretful when regret does not benefit you. Do not sleep away, as the people of Yemen kept sleeping until its tāghūt kindled the fire of the Rāfidah in every part of the land, and then you race to extinguish it when it has already surrounded you and are thus incapable.

I see a fire being ignited from afar, whose rays extend to every region.

Banī ‘Abbās slept in its wake, so it became secure and nurtured.

Banī Umayyah likewise slept, and then raced to drive it back when it was too late. [Poetry]

O our people in Lebanon, Jordan, and Bilād al-Haramayn, we have warned you for years. The Rāfidah are advancing towards you. And your war with them is undoubtedly approaching, so you either march forth for it now and drive it back, or remain asleep and wake up to what the people of Iraq, Shām, and Yemen awoke to of killing, imprisonment, exile, the destruction of their homes, the looting of their wealth, and the violation of their women.

O you who sees the condition of Shām and weeps. What has affected you and what are you waiting for?

If the people are alarmed at what occurred in Bardā, then what is at the Euphrates and the two shores of the Tigris is amazing.

I see blood flowing along their banks, moistening and tainting the earth.

Baghdad is looking on while intestines are flapping, eyes are flowing with tears, and hearts are waiting in anticipation.

Where is ar-Rashīd and his days of past? Where are the guardians and the top youth?

What can a person hope for or fear more while the souls have been distressed by a life full of fear?

Pour upon my heart as fire the thirst for revenge brought by sorrow. And leave my heart for something else in which it will blaze.

There is no excuse for a people who, when we till them march forth, they refuse. Resolve is mobilized and good thought is delegated.

What do you hope for from security and comfort while wealth is looted and souls are destroyed?

O Ummah of courage, where is the courage? Harm has hindered you. O Ummah of glory, where are the glory and nobility?

Do not accept injustice and defend your honor. Honor is of those matters which even the Arabs would defend.

I see the honorable peoples always busied by the determination of leaders, not by distraction and play.

Either the honor of life is protected by might from disgrace, else there is death and destruction.

Protect the lands and be a people of patience who do not lower the wing of humiliation even if they are distressed.

What do you expect other than to be surrounded? And then there will not be a refuge nor escape. [Poetry]

As for the mule of the Jews, the failing Obama, his incapable party, his weak coalition, and his defeated army, then we say: Throughout history we have never heard of tactical setbacks. But we promise you in the future with more and more setbacks, inshā’allāh, and with surprises followed by surprises. So watch, we are also watching.

And we congratulate the soldiers in al-Qawqāz of the Islamic State on the announcement of the wilāyah. We congratulate them on their bay’ah and their joining of the ranks of the Khilāfah. Amīrul-Mu’minīn has accepted your bay’ah and has appointed the noble shaykh Abū Muhammad al-Qadarī as Wālī over al-Qawqāz and advised him to have taqwā of Allah both in his private and public affairs as well as with kindness and softness towards those with him. We advise all the mujahidin in al-Qawqāz to join his caravan and to hear and obey him in everything except sin. And we ask Allah (ta’ālā) to keep you firm, support you, and grant you victory.

We also call all the mujāhidīn in Khurāsān who truthfully endeavor to implement the Sharī’ah of Allah to join the ranks of the Khilāfah. We call them to abandon discord, the discord of the factions, parties, and groups, for the Khilāfah gathers all the Muslims, the Shāmī, the Iraqi, the Yemeni, the Egyptian, the European, the American, and the African. It gathers the Arabs and the non-Arabs. It gathers the Hanafī, the Shāfi’ī, the Mālikī, and the Hanbalī. So come to your Khilāfah, for you have fought for long years to revive it and to implement the Sharī’ah of Allah. Here it is now, revived. So join its ranks and do not be like the Jews about whom Allah (ta’ālā) said, {When there came to them that which they recognized, they disbelieved in it} [Al-Baqarah: 89]. So come and let your allegiance be to your Lord, and your religion, not to your nations, peoples, lands, or factions.

And in Khurāsān there are those who claim to be mujāhidīn fī sabīlillāh while being an ally of the Pakistani intelligence or others. We warn these people and call them to repent. Whoever does not repent and announce his repentance, then he has no one to blame but himself. O mujāhidīn, do not show these likes any pity nor mercy.

O soldiers of the Islamic State everywhere. These are the battlefields before you, these are your arms, and here is Ramadān. Renew your intention before Allah (‘azza wa jall). Be sincere to Him (subhānah). Adhere to renewing it. And repent to Allah regarding your private and public affairs and seek His forgiveness. Do much in repenting and seeking forgiveness. And know that Allah (‘azza wa jall) did not promise to give the mujāhidīn victory in every event. Rather, the established way of Allah (tabāraka wa ta’ālā) is to alternate the days of victory and defeat and to make war have its ups and downs. Allah (ta’ālā) said, {If a wound should touch you – there has already touched the [opposing] people a wound similar to it. And these days [of varying conditions] We alternate among the people} [Āl ‘Imrān: 140]. So the mujāhidīn fī sabīlillāh might lose a battle or battles. Rather, turns of misfortune might overtake them and thus they lose cities and areas, but they are never defeated at all, for Allah (‘azza wa jall) made the final outcome and ultimate victory for them if they fear Him and are patient. But before so, it is necessary for tests and tribulations. So if you lose land, then you will regain it and more, inshā’allāh, even if after some time. This is because the final outcome and consolidation, by Allah’s permission, is for you. And the enemies of Allah are in front of you. Attack them everywhere. Make the earth shake beneath them. And be patient and firm, for Allah is with you.

O Muslims, this is a blessed hour on a blessed day. I will supplicate, so say āmīn. O Allah, support the mujāhidīn everywhere fighting for Your cause. O Allah, make their hearts steadfast, plant their feet firmly, and grant them an overwhelming victory and clear conquest. O Allah make this month a month of victories for the Muslims everywhere and make it a month of disasters, defeats, and disgrace for the kuffār everywhere. O Allah, deal with everyone who declares the blood of the mujāhidīn fighting for Your cause as halāl and wages war against them under the pretext that they are Khawārij. O Allah, splinter their unity, divide their gathering, and break all of their backs. O Allah, deal with everyone who incites against the mujāhidīn fighting for Your cause and gives verdicts ordering to kill them under the pretext that they are Khawārij. O Allah, make them succumb to diseases and calamities. O Allah, make them an example for the people and an admonishment. There is no god but You. You are exalted. Indeed, we have been from the wrongdoers. O Allah, send blessings and peace upon Muhammad and upon all of his family and companions. And all praise is due to Allah, the Lord of the creation.

Does the Islamic State take slaves from the Sahawat Murtadeen (sahawat apostates in Iraq and Shaam)?

Bismillahir Rahmanir Rahim

Some rumours and lies have been spread by the enemies of the Islamic State Khilafah that it takes slaves, especially female slaves, from amongst the relatives of the Sahawat Murtadeen (pro-West apostates) of Iraq and Syria. This is a lie and has no basis in reality. The Islamic State Khilafah does not take slaves from amongst the relatives of the Murtadeen, and neither does it make Sabāyah (concubines) of their women. Here is a clarification of the Islamic States policy regarding the relatives of the Sahawat Murtadeen from Amir Ul-Mumineens latest speech, “March Forth Whether Light or Heavy“:

O Ahlus-Sunnah in Iraq, and specifically our people in al-Anbār, be certain that our hearts are broken on account of your leaving of your homes and your lands, and your seeking of shelter in the territory of the Rāfidah and the Kurdish atheists, and your being forced to wander the lands. And even if some of your relatives are apostates waging war against the religion of Allah and allied with the Rāfidah and the Crusaders, then we don’t hold you accountable for their crimes. So return to your lands, and remain in your homes, and seek shelter – after first seeking shelter with Allah – with your people in the Islamic State, for you will find therein, by Allah’s permission, a warm embrace and a safe refuge. For you are our people. We defend you, your honor, and your wealth. We want you to be mighty and noble, we want you to be safe and secure, and we want your salvation from Hellfire.

In the Name of Allah, the Most Merciful, the Most Beneficent

All praise is due to Allah, the Mighty, the Strong. May blessings and peace be upon the one who was sent with the sword as a mercy to the creation. As for what follows:

Allah the Blessed and Exalted said, {So do not weaken and do not grieve, and you will be superior if you are [true] believers} [Āl ‘Imrān: 139].

O Allah, our Lord, You are our god, alone and without partner. We have believed in You, and disbelieved in that which is worshipped besides You. O Allah, our Lord, we have no strength except by You. It is You alone we worship and You alone we seek help from. It is You we call upon for aid and You that we rely upon. There is no god but You alone, without partner. You are the Strong, You are the Almighty, You are the Powerful, You are the Subjugator, the King. So, by Your Honor and Majesty, we will not become weak and we will not become fainthearted. We will not be humiliated and we will not be dismayed. And by Your Honor and Majesty, You will surely support us, You will surely support us. As long as we fear Your position and fear Your punishment, You will surely support us and every obstinate tyrant will surely be disappointed.

O people, are you amazed at the Islamic State’s victories? Are you amazed at its perseverance despite its weakness and its scarce amount of resources? Are you amazed at the nations wildly scrambling against it, and at its great number of enemies? As for us, then we are not amazed. We are not amazed because we have full conviction that it is upon the truth. We have full conviction that Allah, the Mighty and Majestic, is with us. There is no god but Him, the Glorified. He is sufficient for us, and is the best Disposer of affairs. Glory be to Him. There is none who can prevent His favor, and none who can alter His decision; the subjugator over His servants, the Wise, the All-Aware. He is our protector and helper, {and excellent is the protector and excellent is the helper} [Al-Hajj: 78].

The Islamic State remains upon its path with insight, with firm steps, alone in its trench, whereas the nations of the world have entrenched themselves altogether against it, with every false path and religion, in a condition that says, {Indeed, those are but a small band, and indeed, they are enraging us, and indeed, we are a cautious society} [Ash-Shu’arā’: 54-56].

Everyone is watching, wondering in confusion and astonishment. They say, “Does this make sense?! Is the Caliphate rising in the midst of our armies? Is Allah’s law being implemented despite our legions, arsenals, planes, tanks, missiles, aircraft carriers, and weapons of mass destruction? Is the Islamic State remaining despite our satellite channels, our sorcerers, our scholars, our sheikhs, and our religious verdicts? This is impossible. It’s all just some gloominess that will clear up, a nightmare that will end, and a trial that will pass.”

No, never, O enemies of Allah! The Caliphate will remain, by Allah’s permission, until the Day of Judgment, for we are the followers of Muhammad (blessings and peace be upon him), and his followers will never be defeated.

And the nation of Muhammad still gives birth, for by Allah, we will surely bring back Badr and Uhud. We will surely bring back Mu’tah and Hunayn. We will surely bring back Qādisiyyah and Yarmūk. We will surely bring back Yamāmah. We will bring back Hittīn and ‘Ayn Jālūt. We will bring back Jalawlā’, Zallāqah, the second battle of Zallāqah, and Balāt ash-Shuhadā’. We will bring back the first and second battles of Fallūjah, and I swear, I swear Nahāwand will return. So grope your necks, O Safavid Rāfidah (Shiites). And if yesterday our forefathers fought the Romans, the Persians, and the apostates altogether, on various separate fronts, then we take pride in fighting them today on one front and gathered under one leadership.

So rejoice, O Muslims everywhere, for indeed the Caliphate State is persevering by Allah’s virtue and grace. Its tower continues to rise high and grow stronger and firmer day after day, and to Allah belong all praise and favor. It continues to be victorious, and the victories that the Crusaders and the Rāfidah talk about and exaggerate on their satellite channels are nothing more than phony, delusional victories that don’t amount to anything more than taking back some areas and villages in the midst of a war of attacking and repositioning.

And we bring you the good news today of the Caliphate’s expansion to West Africa, for the Caliph (may Allah preserve him) has accepted the pledge of allegiance made by our brothers in Jamā’at Ahlis-Sunnah Lid-Da’wah Wal-Jihād. We congratulate the Muslims and our mujāhid brothers in West Africa on their pledge of allegiance, and we congratulate them on reaching the caravan of the Caliphate. So rejoice, O Muslims, for this is a new door that Allah, the Mighty and Majestic, has opened so that you may emigrate to the land of Islam and so that you may wage jihād. So whoever is stopped by the disbelieving rulers, and prevented from emigrating to Iraq, Shām, Yemen, the Arabian Peninsula, or Khurāsān, will not be prevented – by Allah’s permission – from emigrating to Africa.

So come, O Muslims, to your State, for we call on you to mobilize for jihād and incite you and invite you to emigrate to your brothers in West Africa. And we specifically call upon the students of Islamic knowledge and the callers to Islam. Come forth, O Muslims, to the land of the Caliphate. For you to be a shepherd over a flock of sheep in the land of Islam is better for you than to be an obeyed leader in the land of disbelief. Here, tawhīd (monotheism) is actualized. Here, walā’ and barā’ (the principles of allegiance and disavowal) are embodied. Here, there is jihād for the cause of Allah. There is no paganism here nor any idols, no ethnic partisanship nor nationalism, no pagan democracy nor infidel secularism.
There is no difference here between Arab and non-Arab, nor between black and white. Here, the American is the brother of the Arab, the African is the brother of the European, and the Easterner is the brother of the Westerner. There is commanding of good and forbiddance of evil. Here, Allah’s Sharia is implemented. Here, by Allah’s grace, the religion is entirely for Allah. Here, there is open declaration of tawhīd. Here is the land of Islam. Here is the land of the Caliphate.

O Jews! O Crusaders! You’ve arrived too late and so you won’t catch what you’ve missed. We’ve taken you by surprise and caught you unaware, for behold, the Islamic State has risen, and behold, the Caliphate has returned in spite of you, and to Allah belong all praise and favor. Indeed, your conceit and arrogance have deceived you, and you thought that with your might and tyranny you could prevent the return of the Caliphate forever. And when we announced the Caliphate, you ridiculed. Likewise, your allies, your tails, your followers, your slaves, and your dogs from amongst the Rāfidah, the apostates, the Sahwah, and the evil scholars supporting the disbelieving rulers, all ridiculed, just as you and they had ridiculed before when we announced the establishment of the Islamic State. And just as it had risen, in spite of you, and lasted and persevered by Allah’s grace, so too will it continue, remain, and expand in spite of you, by Allah’s permission. And you will not be able to stand in its way, by Allah’s permission.

And because Islam is the religion of mercy, we will guide you towards good and call you to it, so listen to our advice and accept our call. Otherwise, your arrogance and conceit will lead you to regret when it’s too late for regret.

O Jews! O Crusaders! If you want to protect your blood, increase your wealth, and live in safety from our swords, then there are only two choices before you with no third option. Either you submit yourselves to Allah alone, without partner, and believe in Him as your Lord and God, thereby gaining safety in the worldly life and success in the Hereafter, and are thus granted a double-reward – and this is what we call you to and advise you with – or you pay us the jizyah with willing submission and feel yourselves subdued. This is after you’ve left the Peninsula of Muhammad (blessings and peace be upon him), and after your armies have left Jerusalem and all the lands of the Muslims. And indeed, what you would pay to us of jizyah does not amount to a thousandth of what you pay to finance your failed war. So save your wealth and remove our swords from your necks.

If, however, you choose the third option and insist on being arrogant, conceited, and stubborn, then you will soon, by Allah’s permission, bite your fingers in regret. For you will not be able to stop the Caliphate’s advance, by Allah’s permission, no matter what you mobilize, no matter what you plot, and no matter what you do, for the nation of Muhammad (blessings and peace be upon him) is always giving birth, and nothing can stand in its way so long as it holds onto its book and the tradition of its Prophet (blessings and peace be upon him), and so long as it establishes its market of jihād, and so long as its sons sacrifice their souls and their blood for Allah’s cause. And remember O Jews, and remember O Crusaders, that our nation lives by its blood. The more our blood flows, the stronger and more powerful we become, for by Allah, you do not kill one person from amongst us except that dozens more come to life in his place.

O Jews, O Crusaders, O Rāfidah, O atheists, indeed you are weak cowards, all of you, all of you, all of you. And neither the weak nor the coward will be victorious. You are cowards because you don’t dare make public the reality of your war and the fact that it is a crusade, that it is against Islam, and that it is against Sunnis. You don’t declare this because you are weak. If you were to reveal your face and openly declare the reality of your war, the rest of the Muslims would awaken from their slumber and intoxication. And when that happens, their generation will not pass, by Allah’s permission, until they sell your children and your women at the slave market. If only my people knew.

O Jews! O Crusaders! You are before a difficult equation and a dark and long tunnel, because you think the solution is to kill the leaders and soldiers of the Caliphate, whereas the Muslims live through the blood of those you kill and the fire of jihād is fueled by it only to further intensify the fire.  Have you not learned that we do not fear death? Have you not learned that we strive for death and hope for it for the cause of Allah? Have you not heard the statement of Harām Ibn Milhān (may Allah be pleased with him)? Muslim reported in his Sahīh that a man came to Harām the uncle of Anas from behind him and stabbed him with a spear until it pierced him. Harām then said, “By the Lord of the Ka’bah, I have won!”

Allah’s Messenger (may blessings and peace be upon him) said to his companions, “Your brothers have been killed. They said, ‘O Allah, convey to our prophet our condition and that we have met you, and so we were pleased with You and You were pleased with us.’”

Has not the supplication and wish of ‘Abdullāh Ibn Jahsh (may Allah be pleased with him) reached you when he said, “O Allah, grant me a tough man whom I fight for Your cause and who fights me and then takes hold of me and mutilates my nose and ear, so when I meet You tomorrow, You say to me, ‘O ‘Abdullāh, who mutilated your nose and ear?’ I say, ‘It happened for Your cause and in defense of Your Messenger.’ Then you say, ‘You spoke the truth.’” Sa’d said, “I saw him at the end of the day and his nose and ear were dangling.”

Have you not heard the story of ‘Umayr (may Allah be pleased with him) when he had dates in his hand from which he was eating. Then he heard Allah’s Messenger (may blessings and peace be upon him) incite them to fight and perform jihād and made them long for Paradise. So ‘Umayr said, “What a great thing! What a great thing! There is nothing between me and entering Paradise except that these people kill me!” He then threw the dates aside and fought until he was killed.

Have you not heard the statement of our Messenger (blessings and peace be upon him), “By He in whose hand is Muhammad’s soul, I wish to battle for Allah’s cause and then be killed, then battle for Allah’s cause and then be killed, then battle for Allah’s cause and then be killed.”

Have you not heard the statement of our Lord (the Mighty and Majestic), {And he who fights in the cause of Allah and is killed or achieves victory – We will bestow upon him a great reward} [An-Nisā’: 74]. {Indeed, Allah has purchased from the believers their lives and their properties [in exchange] for that they will have Paradise. They fight in the cause of Allah, so they kill and are killed. [It is] a true promise [binding] upon Him in the Torah and the Gospel and the Quran. And who is truer to his covenant than Allah? So rejoice in your transaction which you have contracted. And it is that which is the great triumph} [At-Tawbah: 111].

Have you not learned that we have hundreds of thousands from the descendants of Harām, ‘Abdullāh, and ‘Umayr? Do you not see the caravans of martyrdom operation soldiers every day? Do you not see how they advance towards death while laughing and rejoicing and while death flees and fears them, so they pursue it until they reach it and rush into its hardships. They race towards it and record history anew and say with their blood,
“Here is the fragrance of Paradise.
Here is the market of jihād.
Here is the land of Islam.
Here is the land of the Caliphate.
Here is walā’ and barā’.
Here is might and honor.
There is no might nor honor for the Muslims except here.”

Can these people be defeated? No, by the Lord of Muhammad (blessings and peace be upon him). The nation of jihād and martyrdom can never be defeated. These people did not die but rather life was granted to them. We have achieved victory, O Crusaders, and revived the Caliphate by the grace of

Allah alone. So rush to save yourselves before it is too late. Rush to Islam or the jizyah, for the opportunity is still there for you.

We have achieved victory by Allah’s grace alone and defeated you, O Crusaders. You will be completely defeated, we swear by the Lord of mightiness. You will be completely defeated. We achieved victory the day we declared walā’ and barā’, crushed the idols, proclaimed tawhīd in every masjid, street, and place, stoned the adulterer, killed the sorcerer, amputated the hand of the thief, flogged the drunkard, and returned virtue back to the Muslims’ women through hijab. We achieved victory the day we broke the ballot boxes and appointed a caliph through ammunition boxes and by striking necks. We achieved victory the day we established prayer, gave zakāh, ordered the good, and forbade the evil. We achieved victory the day the Pentagon considered the recapture of Kobani or Zummār a victory after the mujāhidīn withdrew from it in a war of attacking and repositioning. They left it in ruins after four months used up more than seventy percent of the strength of your planes, battleships, and forces. So congratulations to you, O Pentagon, on this “victory.” Congratulations to the Crusaders on piles of rocks in Kobani and Zummār.

We achieved victory the day you assembled tens of thousands of your mules to enter Albū’ajīl, al-‘Alam, ad-Dawr, or some settlements of mud houses in the dispersed towns of the desert, and when you captured some of these, you considered it a victory. We achieved victory the day America and Europe dreamed of recapturing settlements of mud houses in Tal Hamīs, Tal Barrāk, al-‘Udaym, or al-Jallām. 

O Crusaders, if you are betting on Salahuddīn, hoping for Mosul, dreaming of Sinjār, al-Hawl, Tikrīt, or al-Hawījah, or dreaming of Mayādīn, Jarābulus, al-Karmah, Tal Abyad, al-Qā’im, or Darnah, or dreaming of capturing a forest in the jungles of Nigeria or capturing nests of wild plants in the desert of Sinai, then know that we want Paris – by Allah’s permission – before Rome and before Spain, after we blacken your lives and destroy the White House, the Big Ben, and the Eifel Tower, by Allah’s permission, just as we destroyed the palace of Chosroes before. We want Kabul, Karachi, the Caucasus, Qom, Riyadh, and Tehran. We want Baghdad, Damascus, Jerusalem, Cairo, Sanaa, Doha, Abu Dhabi, and Amman. The Muslims will return to mastership and leadership in every place. Here is Dābiq, Ghouta, and Jerusalem. There is Rome. We will enter it and this is not a lie. It is the promise of the truthful and trustworthy (blessings and peace be upon him).

Here we are and the days are between us. The bloodiest battles before Judgment Day are before us.

O Sunnis of Iraq, Shām, the Arabian Peninsula, and Yemen! We have warned you for a long time against the filthy Rāfidah. What we warned you against has come to pass and we continue to warn you. If they lied to you and showed you the soft skin of the snake before, then today they have revealed their fangs and sprayed their venom. They have blatantly and brazenly announced their Safavid empire and its capitol, Baghdad. Today they have unveiled their faces of rancor, which you have seen in Baghdad, Damascus, and Sanaa, which you have seen in al-Houla, Douma, and Bāniyās, which you have seen in Kuwait, Bahrain, and al-Ihsā’, and in al-Hawījah, as-Sa’diyyah, al-Miqdadiyyah, and Khānaqīn, and which you see in Tikrīt, al-‘Alam, ad-Dawr, and Albū’ajīl.

The Safavid Rāfidah today have entered a new stage in their war against the Sunnis. They have begun to believe that it is within their power to take areas of the Sunnis and control them completely. They no longer want a single Muslim from the Sunnis living in the empire they desire. They do not want anyone who does not curse our mother ‘Ā’ishah and the other Mothers of the Believers (may Allah be pleased with them) and who does not slander the honor of our Prophet (blessings and peace be upon him). They do not want anyone who is pleased with Abū Bakr, ‘Umar, ‘Uthmān, and the rest of the Companions (may Allah be pleased with them). Whoever refuses, they kill, take his home and wealth, and enslave his women and children.

O Sunnis! The Crusader-Safavid alliance is clear today. Here is Iran with its Great Satan America dividing the regions and roles amongst each other in the war against Islam and the Sunnis. The Crusaders and Jews did not suffice with the Rāfidah seizing Baghdad, Damascus, Beirut, and Sanaa. They want them to take Mecca and Medina. They want them to take Pakistan and Afghanistan. They want them to take Indonesia. Yes, Indonesia, if only you knew. The Jews want to hand over all the Muslims’ lands to the filthy Rāfidah, for they have not found anyone with more disbelief and corruption in the Earth and who wages war against tawhīd and spreads lewdness and paganism than the Rāfidah. The strange thing about this war is the leaders of treachery, shamefulness, and lowness, including the likes of an-Nujayfī, al-Jubūrī, and al-‘Ubaydī, who promise to return to Mosul, Salāhuddīn, and al-Anbār. They threaten to eradicate the mujāhidīn while roaring and foaming. The leader of the battle is the filthy Safavid Rāfidī Sulaymānī. He is their master and the holder of their boons. They continue to traverse behind the Rāfidah like abandoned and lost dogs. They continue to bark and claim they are the defenders of the Sunnis and that the Islamic State is an Iranian agent and product! Subhānallāh!

O Sunnis in Iraq, Shām, the Arabian Peninsula, and Yemen, and we especially address those in Iraq! The filthy Safavid Rāfidah did not come from Iran, Basra, Najaf, Karbala, and other places, advancing towards their death, having their necks struck, their bodies dismembered, themselves slaughtered and killed like cattle… to defend you. The filthy Rāfidah’s claim of defending the Sunnis and securing their areas is only like the spiteful Crusaders’ claim of defending Islam, protecting it from corruption, and aiding the weak and oppressed. The Rāfidah came, O Sunnis, to take your homes, lands, and wealth. They came to kill your men and enslave your women. The Iranians came to take revenge on the Iraqis for the eighties. They came to take revenge on the Sunnis for al-Husayn (may Allah be pleased with him) whom they killed and over whom they have wept and beaten themselves for hundreds of years.

O Sunnis in Iraq, Shām, the Arabian Peninsula, and Yemen! O Sunnis in Egypt, Morocco, and Africa! O Sunnis in Pakistan, Afghanistan, and India! O Sunnis in Indonesia, Malaysia, the Philippines, Turkey, and the Caucasus! O Muslims in America, Europe, Canada, and Australia! O nation of Muhammad (blessings and peace be upon him)! We warned you before and continue to warn you that the war is a Crusader-Safavid war against Islam, a war against tawhīd, a war against the Sunnis. O Sunnis, if the Islamic State is broken – may Allah not decree such – then there will be no Mecca for you thereafter nor Medina. The Rāfidah will exhume the graves of the Companions of your Messenger (blessings and peace be upon him), the first of which will be the graves of the rightly guided Caliphs (may Allah be pleased with them). You will live like slaves and servants beneath the Rāfidah. So rush to your war, O Muslims, for we call upon you wherever you are in the Earth to migrate to your state and defend it, raise its tower, and accompany its march. We especially call our Kurdish Muslim brothers, particularly those in Turkey, northern Iraq, and Iran. Come to kill the disbelievers and atheists of your people so as to prove that our war is a religious war of faith versus disbelief, not patriotism nor nationalism.

O soldiers of the Caliphate, be firm for you are upon the truth. Be firm for Allah is with you. Be firm for Allah is your helper. Be firm, for by the Lord of the heavens and Earth, the paganism of the Rāfidah will never defeat your tawhīd. Allah is above such! By Allah, your sins and misdeeds will never surpass the disbelief of the atheist Kurds. By Allah’s permission, the Sahwah of apostasy will never overcome your Islam. By Allah’s permission, the coalition of the cross will never break your faith.

Continue forward, because Mecca, Medina, Jerusalem, and Rome are in wait for you. Continue forward towards a new Badr, Uhud, and al-Ahzāb. Continue forward towards a new Yamāmah, Yarmūk, Qādisiyyah, and Nahāwand. Continue forward towards a new ‘Ayn Jālūt and Hittīn. Continue forward towards Dābiq and al-Ghouta.

O soldiers of the Islamic State, it is a caliphate, by Allah’s permission. So if you want it to be upon the methodology of prophethood, by Allah’s permission, then be wary of oppression, be wary of pride, be wary of conceit. Make your intentions sincere for Allah and constantly renew them. Do much repentance, seeking forgiveness, saying there is no might nor power except by Allah. Disavow your might and power and turn to Allah’s might and power. If you meet the enemies, then remember your tawhīd and religion and remember their paganism and disbelief. If you do so, you will see how strong you are and how weak and cowardly they are. Remember, O mujāhid, when you meet your enemy, that you fight a pagan and filthy Rāfidī who fights for the cause of men, for the cause of ‘Alī, al-Husayn, and their family, or so they claim. They fight for the cause of Khomeini, Khamenei, and Sistani. They prostrate to graves, circumambulate them, seek blessings from them, swear by men, call upon dead men for help, seek their aid, and seek refuge from them. They make vows to dead men and rely upon them. If they want to get closer to Allah, or so they claim, they do so through fornication. Remember this, O muwahhid (monotheist) mujāhid. Remember that you fight a disbelieving atheist and filthy apostate who disbelieved in Allah, believed in democracy and secularism, and befriended and allied with the pagans. They showed enmity towards the religion of Allah and the rule of Allah. They strive and fight to eradicate Allah’s Sharia. They spilled the blood of Allah’s allies from amongst the muwahhid mujāhidīn. They spend their days in drunkenness, prostitution, song, dance, and other various kinds of sin and evil. They replace the noble Quran with musical instruments and drums.

Remember this, O mujāhid, when you meet your enemy. Also remember your tawhīd of Allah, your reliance upon Him alone, your seeking of His aid, your calling upon Him, your seeking refuge with Him alone. Remember your prostration and bowing to Him alone, your supplication of Him, and your submission before Him. Remember that you fight for His cause, may He be glorified.

If you know this, O mujāhidīn, then rise towards your enemies and intrude upon them, for they will not be firm nor stand, by Allah’s permission, in front of you.

O mujāhidīn, let not the ignorant person think that the mujāhidīn fighting for Allah’s cause never lose a battle. Rather, war is struggle and the days vary. The mujāhidīn fighting for Allah’s cause might lose a battle, a city, an area, but they will never be defeated and the final outcome is always for them. So be firm, O soldiers of the Caliphate, and ask Allah to make it upon the methodology of prophethood, and it is so by Allah’s permission. Neither America, nor Europe, nor Russia, nor China, nor Iran will be able to stand before its legions. Its soldiers will demolish their thrones. But before so, every now and then, a shaking and sifting is needed.

O Allah, the religion is Your religion and we are Your soldiers who fight for Your cause… O Allah, You aided us by Your favor, grace, and generosity. We did not achieve this by our might and strength and we are not worthy of victory. O Allah, do not let their paganism overcome our tawhīd. Do not let our sins surpass their disbelief. O Allah, forgive us our sins. We seek your forgiveness, repent to you, believe in you, and rely upon you. Do not hold us responsible for what the ignorant of us might do. {Our Lord, make us not a trial for the disbelievers} [Al-Mumtahinah: 5]. Our Lord, forgive us our sins, keep our feet firm, and give us victory over the disbelieving people, O Lord, by Your mercy.

O Allah, send blessings upon our Prophet Muhammad and upon his family and companions.

And our last call is praise be to Allah, the Lord of the creation.

The Islamic State: A Khilāfah on the methodology of Prophethood

All praise is due to Allah, and may His peace and blessings be upon the Messenger of Allah (Muhammad), his household, his companions and those who follow his guidance. As to what follows:

After the expansion of the Islamic Khilāfah and with the extension of its authority by the Will of Allah, the Islamic State often declares new wilāyat (provinces) and appoints governors so that they can establish the Islamic Shari’a, protect the religion and to take care of the Muslims

We give glad tidings to the Muslims with the anouncement of a new wilāyah called Al-Jazīrah, which encompases the regions of Sinjār, Tal ‘Abtah, Al-Mahlabiya, Tal A’far, Zammār, Al-Ba’āj, and others. So that wilāyat Al-Jazīrah joins the other wilāyāt (provinces) of the (Islamic) State which is expanding in the east and the west governed by the Shari’a of the Lord of all the Worlds.

And we ask Allah the Almighty to let this wilāyah be a delight to the eyes of the Mūwahidīn (monotheists) and a thorn in the eyes of the crusaders, safawiyīn (safavids) and ‘ilmāniyīn (secularists)

في عدوان سافرجديد يقوم به التحالف الصليبي العلماني ضد المسلمين قامت ميليشيات البيشمركة الكردية مساء هذا اليوم بقصف المسلمين الآمنين بالغازات السامة في حيي (العريبي) و (الإصلاح الزراعي) ما أسفر عن مقتل العشرات من المسلمين اختناقا وإصابة العشرات ولا حول ولا قوة إلا بالله العلي العظيم

In an outrageous new aggression by the secular Crusader Coalition against the Muslims, the Kurdish Peshmerga militias bombarded the Muslims this evening with poison gas in ‘Uraybi and Islah Al-Zira’ei Districts, which led to killing dozens of Muslims by suffocation and injuring dozens; and there is no Strength, except with Allah Almighty.

ونحن إذ ندعو بالرحمة لمن توفاه الله وبالشفاء لمن أصيب، نتوعد ميليشيات البيشمركة الكردية العلمانية وأسيادهم بردٍ يقصم الظهر بإذنه تعالى

And we make du’aa’ for mercy from Allah for those who died, and recovery for those injured. To the secular Kurdish Peshmerga militias and their masters, we vow a backbreaking response by the Permission of Allah Almighty.

Regarding safety given by Abu Bakr al-Baghdādī to the Christians in ar-Raqqah

This is a summarized translation of the statement:

Allah said in the Quran:

“Fight those who do not believe in Allah, nor in the latter day, nor do they prohibit what Allah and His Apostle have prohibited, nor follow the religion of truth, out of those who have been given the Book, until they pay the tax in acknowledgment of superiority and they are in a state of subjection.”{At-Tawbah 29}

Abu Bakr al-Baghdādī has given them safety & security in their selves, children, wealth & churches. This safety is given under 7 conditions:

1. That they don’t build a church in their villages or repair a damaged church

2. That they don’t show their crosses outwardly in Muslim areas nor in their markets & they don’t raise their voices when praying or in other acts of worship

3. That Muslims do not hear the recitation of their books out loud

4. That they don’t carry out any actions of enmity to the Islamic State such as helping airstrikes locate their positions

5. That they don’t show any of their acts of worship outside their churches

6. That they don’t prevent any of the Christians to accept Islam

7. That they don’t libel or make a mockery Islam & the Muslims.
